I believe this falls under the General Welfare Clause of the
Constitution. I believe the Federal Government MAY chose to
declare which drugs are illegal not only from a Health stand point,
but also based on where Drug Money is used to support additional
illegal activities.
I believe does not take the Individual situation into context and
has lead to some extremely bad decisions being made.
I believe it's more important to get the individual treatment
than in-prison them
